Below are important documents for you to know about being a member of the Burnside Farms Community. You'll find a link and a brief description for each one below. If you have any questions, feel free to reach out to us via email or post on the neighborhood Facebook page.
History
The HOA was just recently handed over from the developer to the neighbors. A board of directors was elected by the neighborhood in 2024. MJS is the hired company to handle the books and many of the HOA logistics.
Who is MJS
MJS is hired by the developer of this neighborhood to manage Burnside Farms. We contact them to report maintenance, violation, and dues collections among other things pertaining to the neighborhood. Below is their department contact information.
Rules and Regulations
This is an HOA neighborhood. As such there are rules and regulations that homeowners (and renters) must agree to when purchasing a home in the neighborhood. These are made available to homeowners when their home is purchased, but is easily lost in all the documention. Below are the documents that cover the by-laws of the HOA board, covenants and declarations (basically the HOA rules for the neighborhood), regulations, and architectural reviewal applications (required when building things like a fence).

Architectural Review Application
This is the application you'll need to submit for various improvements and projects regarding your home. Guidelines for what needs approval can be found in the covenants however here are some examples of things you'd submit an application for:
Shed style and placement
Fences
Retaining walls
Exterior home changes like stone additions.

Pool Rules
These are the rules for the neighborhood pool. The pool is only for HOA paying residents of the neighborhood and considered private property.

By-Laws
These are the governing rules by which the Board of our HOA is to operate or conduct business. Think setting the amount of people required to hold an official meeting, how to cast votes, how many votes wins etc.

Covenants/Declarations
These are the documents that dictate how we are to use our property, or rather how not to use it in most cases. It does cover a bit more than that but in general, if the area is in this community it falls under these guidelines for use.

Regulations
These are additional rules to be followed for Burnside Homeowners and their property.

Neighborhood Plans
Below you'll find the plans for the neighborhood. Big-picture, outlining the scope of the entire area from Garners Ferry Rd down to Pineview. Affects businesses like Tractor Supply, CVS, etc. and our homes.
Original (OLD) Planned Urban Development (PUD)
PUD is a zoning term that our neighborhood property has received from the city of Columbia. The attached packet describes the concept for this entire area dating back to its first proposal (8-9-2005). THIS HAS BEEN CHANGED/UPDATED AND THE MOST CURRENT VERSION IS BELOW.

Minor Amendment to the PUD
This is the application submitted to the City of Columbia explaining the change to the PUD desired at the time (4-9-18). This is what gave permission to put homes on the front area just beside Cliff Kinder instead of businesses.

Major Amendment to the PUD (CURRENT)
This document outlines changes to the plan using red text as well as strikethroughs. Beginning with a summary (Page 6) and then changing specific sentences to read according to the new plan throughout. This version is dated 8-12-19 and has was approved by the City of Columbia.
